Otto is a failing comedian with a split personality that comes in the form of ottO. They worship a different god than the animals, giving them magic.

Story

During the trek through Elmwood forest, Otto can be seen in two different locations. Later in the chapter, he is also found at the city of steel, where you can choose to have him arrested or not.
